Saturday, 15th March 2025: The newly appointed Executive Director of SLRSA, James Baggie Bio, has, on Saturday, 15th March 2025, addressed the Road Safety Corps of the Authority at the SLRSA Headquarters on Kissy Road, Freetown.

In his opening statement, he thanked God Almighty for his continued grace upon his life. ED James Bio thanked his Excellency the President Dr. Julius Maada Bio for entrusting him with great responsibility for the second time. He assured all that by the grace of God and with the support of the Corps, he will deliver diligently.

The Executive Director expressed his heartfelt gratitude to the Road Safety Corps of the Authority, whom he referred to as the bedrock of the institution. He furthered that the support they gave him during his term as the Deputy Executive Director and Head of Operations had led to his elevation to the Substantive Executive Director of SLRSA.

James Bio highlighted three main action points to be achieved within his 100 days in office.

In his statement, Mr. Bio emphasized giving a thorough look into staff welfare and the condition of service, instilling discipline among corps to ensure progress, and revenue mobilization to sustain the gains made during and after his 100 days in office.

Mr. James Bio, who described himself as the ‘UNIFIER,’ formally introduced his newly appointed Deputy Executive Director, Mr. Josie Scott-Manga, and promised to work hand in glove with his deputy to ensure they deliver on one of the key mandates of the institution, which is to promote road safety and ensure safety for the people of Sierra Leone.

“I and my deputy, including the chairman of the board, will carry out a needs assessment tour to all stations to ensure that the required tools to aid our operation are made available,” he added.

He assured the Road Safety Corps of quarterly training to improve performance, ethical behaviour and exhibit professionalism while executing their lawful duties. He described the Road Safety Corps as the emblem of the Authority.

ED Bio said his administration will ensure human capital development, which is in tandem with His Excellency’s National Agenda, and promote road safety in every facet.

The newly appointed Deputy Executive Director, Mr. Josie Scott-Manga, in his address, said he works with the agenda of his boss, the Executive Director; therefore, they will work together for the common good of the Authority and the nation as a whole.

As the head of operations, Mr. Scott-Manga assured of his full support to operations in every department. “There will be no room for slothful attitude towards work,” he emphasized. DED Scott-Manga encouraged all Road Safety Corps to maintain the attendance register going forward.
