The Government of Sierra Leone is poised to table what senior officials are calling “one of the most pro-people budgets in recent years”, as the Minister of Finance prepares to lay before Parliament the 2026 National Budget and the Finance Bill 2026.
According to Ministry of Finance documents, the Budget aims to strengthen the delivery of basic services, support job creation, and maintain macroeconomic stability—even at a time when global uncertainty and regional shocks continue to affect economies across West Africa.
Despite ongoing global challenges, recent assessments indicate that Sierra Leone is now experiencing modest economic growth, stable currency, and improving fiscal stability. Officials say these gains place the country “at par, and sometimes ahead” of several ECOWAS countries navigating similar economic pressures.
The 2026 Finance Bill proposes bold measures to reduce the cost of living for ordinary families. Chief among them is the zero-rating of LPG gas, cooking stoves, solar panels, and home energy systems, making clean cooking and renewable energy more accessible and affordable.
“This is a direct relief for households,” a senior MoF official said. “It’s pro-poor, pro-women, and pro-health.”
The Finance Bill also introduces higher customs duties on imported tomato paste, water, ketchup, and maggi cubes—policies aimed at protecting local manufacturers from unfairly cheap imports and creating jobs for Sierra Leoneans.
To meet Sierra Leone’s commitments under the IMF-supported programme, the Budget aims to raise NLe2.85 billion in additional revenue—primarily through better compliance, fewer leakages, and fairer tax adjustments. A national public engagement plan led by the Ministry of Information is expected to accompany the announcement, focusing on clarity, transparency, and fact-checking to ensure the public knows what is in the packages.
