In a significant victory for the nation’s economic stewardship, Finance Minister Sheku Ahmed Fantamadi Bangura and his core team have successfully negotiated a staff-level agreement with the International Monetary Fund (IMF), securing a crucial $78.8 million in financing and signaling a restoration of international confidence in Sierra Leone’s economy.

The agreement on the first and second reviews of the country’s Extended Credit Facility (ECF) follows intense technical discussions and reflects the government’s adherence to a demanding reform programme. The breakthrough is seen as a direct validation of the coordinated efforts of Sierra Leone’s economic managers, who have been working to stabilize the economy amid global challenges.

 The Architects of the Agreement

While Minister Bangura has been the public face of the negotiations, sources close to the process emphasize that the success was built on the specialised work of a dedicated team, each tackling a critical pillar of the reform agenda. They include:

Sheku Ahmed Fantamadi Bangura, Minister of Finance: As the chief architect, Bangura has been the driving force behind the government’s broader fiscal consolidation strategy. His leadership involved navigating complex negotiations with the IMF and steering the Cabinet’s commitment to often difficult reforms necessary to meet the program’s benchmarks.

Mathew Dingie, Financial Secretary: Operating as the chief engineer of the nation’s finances, Dingie’s role in strengthening public financial management has been pivotal. His work focuses on ensuring taxpayer money is spent efficiently, controlling expenditure, and improving transparency across government ministries—a key demand of international lenders.

Ibrahim Stevens, Governor of the Bank of Sierra Leone: Facing the dual challenge of inflation and currency volatility, Governor Stevens has been the guardian of monetary stability. His policies have been critical in defending the value of the Leone and reining in the cost of living, forming the monetary side of the government’s stabilization plan.

Mrs Jeneba Bangura, Commissioner-General of the National Revenue Authority (NRA): Perhaps one of the most challenging tasks has fallen on Jeneba Bangura – revenue mobilization. Under her leadership, the NRA has been tasked with broadening the tax base, improving collection efficiency, and cracking down on evasion to increase the government’s domestic funding—a crucial step towards self-reliance and reducing budget deficits.

A government statement praised the quartet, noting that their “collective commitment to fiscal discipline, monetary stability, and structural reforms has restored confidence in Sierra Leone’s economy and strengthened the foundation for inclusive growth.”

The staff-level agreement is more than just a financial lifeline; it is a seal of approval that paves the way for the upcoming 2026 Budget, scheduled for presentation this Friday. With this IMF endorsement, the government is expected to present its budget from a position of strengthened credibility.

The anticipated $78.8 million, pending final approval by the IMF Executive Board in the coming weeks, will provide immediate budget support. These funds are critical for bolstering the country’s foreign exchange reserves, which helps stabilize the local currency and finance essential imports like fuel and medicine.

Furthermore, it reinforces the framework for the administration’s promised “pro-people” budget, allowing it to potentially increase spending on social services and protection for vulnerable groups without derailing its hard-won macroeconomic stability. The achievement underscores that the team in Freetown has not only passed a key test but has also positioned the nation for a more confident stride towards economic recovery.
