As the Republic of Sierra Leone Armed Forces (RSLAF) marks the inaugural 100 days (13th March, 2025) of Major General Amara Idara Bangura’s tenure as Chief of Defence Staff (CDS), his leadership has already etched an indelible mark on the institution. Driven by a profound commitment to personnel welfare and operational excellence, Major General Bangura’s strategic reforms are redefining the RSLAF’s trajectory, fostering stability, and inspiring confidence across the ranks.

Revitalizing Welfare: A Cornerstone of Progress

Understanding that a motivated force is the bedrock of national security, the CDS prioritized the review of critical policies affecting troops and their families. Key initiatives include overhauling the Marriage Assistance Policy, Funeral Purse, and DPC Welfare Policy to better support personnel during life’s pivotal moments. Additionally, his ground-breaking efforts to draft Sierra Leone’s first National Defence Policy and Strategy underscore a forward-thinking approach, aligning defence objectives with national prosperity.

To consolidate these gains, Major General Bangura established the Defence Enterprise Services (DES), a centralized entity to streamline RSLAF investments and ensure sustainable resource management. This innovation not only enhances financial accountability but also empowers the force to address longstanding welfare challenges in barracks, from housing to healthcare.

Structural Transformation: The Tri-Service Era Begins

A defining achievement of the CDS’s early tenure is the full implementation of the Tri-Service Structure, a historic reorganization of the RSLAF into distinct Army, Navy, and Air Force components. Appointing service chiefs and operationalizing command frameworks, this reform fosters specialization, agility, and inter-service collaboration. A dedicated implementation committee continues to refine strategies, ensuring the structure remains “affordable, accountable, and adaptive” to evolving security needs.

Mobility and Infrastructure: Empowering the Force

Recognizing that mobility is vital to operational readiness, the CDS launched transformative initiatives: a bus service for personnel in the Western Area, 50 motorbikes to bolster border security and intelligence operations, and the distribution of brand-new uniforms to elevate morale and professionalism.

Infrastructure development has also been accelerated. Major projects include the reconstruction of roads in Murray Town and Wilberforce Barracks, rehabilitation of Kabbah Hall and training facilities at the National Defence Training Academy (NDTA), and upgrades to the Presidential Pavilion and Drill Square. These efforts ensure troops operate in environments conducive to excellence.

A Vision for the Future: Professionalism, Technology, and Cohesion

Major General Bangura’s command philosophy—centred on building a “well-motivated, operationally efficient force”—is already bearing fruit. By fostering a culture of loyalty, professionalism, and technological innovation, he has galvanized a dynamic RSLAF poised to meet 21st-century challenges. His emphasis on cohesion extends beyond the barracks, strengthening ties with communities and reinforcing public trust.
